what is probably that someone will get US visitor visa in the following scenario ?

- Canadian Visitor
- female - married family in India
- already applied for US immigration

Only Canadian PR's are expected to apply to US visa in Toronto (Canada). A Canadian visitor should have applied US Visa from her place of residence. If there any new sudden developments which is causing the Visa need, they may consider, else, it could be real tricky. With immigration visa already in process, it could be double tricky. All will depend on reasons to go as well as reasons to return, visa officer etc.
