Does one parent traveling to India with their children need a travel authorization form from the other parent?
Is that needed when going to Canada to India, or from India to Canada or both times?
If it's needed, does it need to be notarized or is the parent's signature enough?

No, you don't need one. I have travelled alone with my then 2 year old and so has my wife without any authorisation/letter.

Well then, clearly, it is not enforced as I have travelled by air and land several times alone with my son without any authorisation and I still continue to do without any problems whatsoever.

I was asked for the authorisation letter once when I came in canada after making my first landing. I was not carrying the letter and the officer asked me lot of questions about when I landed, reason for staying out etc.etc.
From then I have always carried a letter with me!!
you need a letter when your are entering in Canada.

As per the Canadian Govt.:
Note: These documents are not always requested upon entry to Canada, but they may be.
