The preference given is to those who fall or qualify under the 38 NOC Categories and they are specific as provided in the NOC numbers and they are free to get in, if you are in those categories and if you qualify or if you applied under those specific numbers. Otherwise you take a chance and depend upon the Officer in whose lap the file ends in, to decide.

0213 Computer and Information Systems Managers Computer and information systems managers plan, organize, direct, control and evaluate the activities of organizations that analyze, design, develop, implement, operate and administer computer and telecommunications software, networks and information systems. They are employed throughout the public and private sectors.

Computer Engineers (Except Software Engineers and Designers) (2147)
Computer Programmers and Interactive Media Developers (2174)
Computer services company presidents (in 0013 Senior Managers - Financial, Communications and Other Business Services)
Database Analysts and Data Administrators (2172)
Information Systems Analysts and Consultants (2171)
LAN managers (in 2281 Computer Network Technicians)
Software Engineers and Designers (2173)

You still have a chance. But it still takes some time. Could you not have done a little better job in your due diligence prior to applying? That way you know for sure you do qualify under that specific number. Also they do not know your job or what all you do there.
