Massood Bhai,
On may 25, 2003 a new law came into effect, brought in by Minstry of Immig & Citizenship, Canada. It says that a person to apply for Canadian immigration should have lived in a particular country (If the same is not his country of Citizenship) for a year or more.
My question is that He should be permitted to stay or he should have stayed?
Example: If one lands in Canada on Student Permit (with Visa for over a year) Can he apply for Immigration in 3 months after coming (Asuming that he has enough points)
