My brother is currently in Canada on work permit for 3 yrs, he needs to go to India for family visit and wants to extend his TRV so he can re-enter. He'd like to do this while he is in Canada.

Where should he apply? Vegreville or Buffalo?

Vegreville is where extensions of TRV are handled while person is in Canada. Applicants are asked to send only photocopies of passport. How will CIC stamp the passport?

Buffalo/Outside applicants applying for a TRV are asked to send in passport so it can be stamped. But seems like this option is only for fresh TRV applicants.

Edit: If your Brother has applied for extension, then he can stay and work. He is considered to be here in CANADA, under a condition, called " On An IMPLIED STATUS". If he leaves the country prior to receiving his condition stamped, he cannot re-enter without getting another work permit from the country he is from. He will have to get all of the papers from his Employer and go through all of the process once more. So, be guided accordingly.

After he gets his work permit extended, To get his Passport stamped, he has to cross the border into Buffalo for which he will need a US Visa. Then, get the stamping done at the BUFFALO CENTER. OR alternately take a vacation and if he is in the vicinity of the Canadian Embassy, he can go there and get it done there also. No Passports are stamped here with in Canada. (As of today, yet)

My brother already holds a 3 yr work permit. He wishes to get a TRV while he is in Canada. I agree no stamping is done here, therefore most students/workers send their passport to buffalo to get it stamped.

If anyone has done such a thing, can you please confirm if applying to buffalo is still the correct way?

I'm confused because CIC website points to a different form that goes to Vegreville for extention of visa. http://www.cic.gc.ca/english/information/applications/extend-permit.asp

Any further pointers?
