I read similar post in other forum for similar situation. If you want to live and settle in Quebec only, you should get CSQ and sign statement and you cant move out of that province. But vice versa its not true. If you have landed in any other province and want to go to Quebec, they are happy to welcome. And you can move out any time you wish as you are not legally bound to live there.

Above statement is not completely true.You can land to any other province and then move to QC immidiately .One of my close friend actually landed in Toronto and moved to Montreal very next day without any issue.
Me too only spent about couple of weeks in ON and then moved to Montreal in late 2003.
