I applied sponsorship of my parents in Feb 2005. I received the kit that I need to send to India in Sep 2007. My parents received medical documents in Dec 2007. In the cover letter it says “do not send passport to us until we request them for you.”. My question is did they change the process?. Did anyone received same cover letter.

I think that there is no reason to get confused here. It is normal. They may ask you passport with medical papers or after medical results are complete.

(As per my knowlage so many pepole send passport via agents after medical exam finish )

I believe, medical test results for immigration purposes are valid for only one year. If I were you, I would write a request and fax it to concerned consulate office. There is no harm at such an advance stage to communicate via official channel.

CHC, New Delhi normally replies within 15 days (may take upto 4 weeks). Also they 'may' reply only if you fall in group where there has been a long delay in processing i.e. in case of parents after about 33 months from ND starts processing your parents file.
Can you please post how long it took to get your parents medical request once they started processing in New Delhi? In our case, ND started in Oct 2007 and no medical request as yet (6 months over).
