all they mentioned was the quote from the above LINK from kulb.
"•be physically present in Ontario for at least 153 days of the first 183 days immediately after establishing residency in the province"
They had omitted the part that follows in the above link
"..
OHIP coverage normally becomes effective three months after the date you establish residency in Ontario.."

I am sure that citizens are eligible for OHIP. But I was pointing to OP that returning canadian citizens may have a different criteria. I was not 100% sure and as OP stated lastly that the reason given by OHIP office was a residency status in Canada. About OCI and PIO even I am not 100% sure because I have heard many things from many sources. I tried to get proper info from CGI but I was not able to get satisfactory answer.

Thanks for you input it is correct that consular services are not given to the person who has multiple citizenships but what about OCI is it kind a multiple citizenship or not or just a visa free entry card.
