In order to apply for PR for spouse, what works best, applying it yourself. or to hire a consultant?

How much does a consultant charge mormally? and how long is it before it gets processed?

I tried for visitors visa for the spouse and that has failed(twice).

Canadian wife, and Indian Husband.

Any help, giudance , is most welcome.
