According to the CGI Toronto's website, the normal processing time is 2 to 4 weeks, and according to BLS website it's 4 to 6 weeks.
Where did you get the 6 to 8 weeks from.
Did you confirm this with BLS or the Consulate.
By end-June you should certainly get the PIO card. That would be a lot easier as compared to getting a Visitor visa and then applying for PIO in India.
BLS is open on Saturdays, hope you to see you there tomorrow.

I had been to BLS Toronto last week. They did confirm that PIO application takes upto 6-8 weeks. You could still get the PIO card before june end.
If you would like to apply for a visa instead, please double check the difference between
tourist visa and entry (visitor's visa) .
