I had applied at BLS Toronto office. They took around 4 weeks for processing surrender application. However Minimum Processing time is 2-3 weeks at Toronto Office

As per rules -
Up to the completion of 20 years of age and once after completion of 50 years of age, it is MANDATORY that OCI Registration Certificate & U-Visa are re-issued each time a new passport is issued. Otherwise ENTRY into India may NOT be allowed.

You are right about age 20 and 50, but I was referring to the general rule (by the way, this thing is not written on Canadian CGI website!!)
the below is a copy/paste from FAQ of the Canadian website:
25. Will a new OCI visa sticker be pasted on the new foreign passport after the expiry of the old passport?
Yes. On payment of requisite fee, a new OCI ‘U’ visa sticker will be issued. However, the applicant can continue to carry the old passport wherein the OCI ‘U’ visa sticker was pasted along with new passport for visiting India without seeking a new visa, as the visa is lifelong.

Wise move. It will save you the stress, in the eventuality that you don't get your documents on time.

I have previously applied for my mother's visa without a surrender certificate. I had applied for the tourist visa. Processing time is around 3 to 5 days.
Based on your departure date, you should have enough time to apply for the surrender certificate followed by the tourist visa.
Depending on the timing, you may even have time to initiate the OCI process. When applying for OCI, they retain your pp for around a week or so.

If her Indian PP has already been cancelled previously she can get a visa.
But if her Indian PP doesn't have the cancellation stamp then , she needs the surrender certificate and Indian PP cancelled, to get the visa.

Yes apply for the PIO card , its much faster than OCI and better than a visa.
Later on you can easily convert the PIO to OCI for a nominal fee...$ 28, if you want.
It took me about 3 weeks for the SC and Indian PP cancellation.
And after that about 2.5 months for the OCI ..couldn't apply for the OCI without the SC and Indian PP cancellation.
So in all about 3 months , for both the SC and OCI.
Got the usual run around with rude and arrogant VFS staff ( now its BSL , it used to be VFS before )..typical Indian Gov. Desi attitude whether its outsourced or not, its the same.
SC = Surrender Certificate.

You cannot apply PIO at CGI. You have to go to BLS Period.
It used to be with CGI before, only for the PIO though.
In fact you could apply for PIO only through CGI and no through these outsourcing guys.
But now they even changed that also to BSL. I think its only happened in the last 2-3 years.
I remember except for PIO which was done by CGI , almost everything else was through these outsourcing guys just 2-3 yrs back.
