I received passport request from Visa Office on 22nd April 2014. I sent my passport to following address by courier as per the link provided in the email but VFS refused to accept my courier. I am in Canada now with an open work permit and I updated my current address it in CIC webpage when I landed here in Canada.

I know you have all of the copies of the correspondence. Have the file and all of the materials handy when you call this number.
Helpline number: 022-67866002 it is {0-11-91-226 786 6002} it is a long distance call from Canada.
Ask them why they refused to accept it, Also find out from them what else you can do to get the VISA stamped from them.
You say you are here in Canada. So, you must have the VISA to get into Canada. ( TRV) Please tell us what is the reason to send the PP to that address from here ?

We need some more info to advise you better.
Anyway, if the passport request is from Delhi High Commission for your PR Visa Stamp, then you need to send the passport to " Canadian High Commission, New Delhi" and not to the VFS ( if you are staying in Canada). VFS will not take responsibility.
I am not sure whether you are in a legal status now, without a passport you are residing in Canada on an open wp, what if you need to travel out of the country?
