The Government wants visitors to pour in and spend their holiday money, the happy spending money, by visiting India. Not many stay for more than 30 days. So, they have limited the period to 30 days and then they have to get out.
The people who were born there (NRI) can get Visa for longer periods and they can ask for such a visa. and some have PIO/OCI cards and they do their own thing and splurge. That is another story. We all feel that we have to get our moneys worth. No short holidays.

Having made the process a little simpler and Internet based, I think a lot of back packers and College kids will take a shot at this and will travel. Last time I took a train journey out of Mumbai and I saw a group of 30 back packers with reservations to travel all through India using all kind of gadgets for photography and Internet usages. They were all ready for the vacation.
It is slow but picking up.
