FDM assessed my resume & said they are unable to offer me an interview at this current time. So that's ruled out.
On the contrary , if you are really interested in switching career to IT , do an online course from India ($300/-) with recorded classes which you can refer to any time.... Spend 7-8 hours a day in the library for at least 2-3 months practicing what you learned on the course and then apply for QA jobs in the same .
You can fudge your last experience in India as in the same field ( you will get this opportunity only the first time as overseas references are slightly difficult to contact and you can have the benefit of doubt ) but you should know the platform and be able to do the job as without that you would not last on the job.

I would recommend against this unless he can learn his wife's skills and let his wife place him at her office.
Starting a new with a fudged resume will not help in anyway and not in Canada in 2015. There are a lot of people without job.
When I did SAP HR with a desi (who was a B.A. human resources and who was working in HP), he asked me $ 3000 to place me. His reasoning was that he would be asked to hire SAP HR developmers and he will interview me and give me a good grade. He also said that if his company was not hiring, he would be recommending my name to his desi collegues at other companies to hire me. I refused.
So what I say is that, you need to find someone who can do the back chanelling to hire you.
I have already told you the story of a software engineer lady whose husband was a engineer with blackberry. She was telugu. All the telugu PM's of blackberry forced the desi's working with the software dept. to hire and retain her. Though she was a dud, she managed to work for Blackberry for atleast 2 years after the hire. Once you are in IT for more than a year, it is very easy to get further jobs and upgrades. The first entry is the hardest.

Rather than looking for contacts and networking , solidify your skills and knowledge .
If you have them you can pass through the interview and get on with the job with fast thinking .
Fudging you resume though not recommended , but some times esp in your first job when switching career or platform may be the only way for you to get a job.
More than getting a job , your focus should be to have the ability to perform it.
