I was also issued a PR in 2009 landed in Toronto & applied for PR WENT BACK TO kENYA AS MY DAUGHTER HAS ONE year of secondary to finish came back in 2010 with family Daughter went to University & the youngr one went to school
Ii culdnt find a job for 2 months went back to job in Nairobi as University fees & house rent & family upkeep would have been a problem my PR Expired in April 2014 - in June 2015 aplied to Canadian High Commissionon thier advise to apply for Travel document for Residents abroad which was turned down by them so could not go for daughters graduation I appealed to the Refugee Board in Toronto last year June but havent heard from them I pleaded:
. I have bank account & I did not fulfill the 730 days mandatory stay in Canada as I WAS SENDING MONEY FROM MY JOB IN kENYA TO FAMILY & EDUCATE THE DAUGHTER
- now daughter educated & the young 14 year old is in school & have sufficient resources to re unite with family.
have bank account , SIN card , Toronto Library Card , passed G1 DRIVERS TEST & AS PRINCIPAL APPLICANT WANT TO SETTLE DOWN with family in Toronto.
Iam an Architect & Project Manager by profession
Please advise & give your responses.

Travel document must be applied and if they refused, then this option is ruled out.
You should have applied for a visitor's visa before appealing to the refugee board. Hope you did not get any confirmation from them.
One option seems to be to apply for a visitor's visa (from Kenya, it is more easier than from India), land in Canada and then file under the H&c case. A lawyer is needed to help you stay here permanently.
Without landing in Canada (using visitor's visa), I am not sure if you can come back here again.
Your family (daughter / spouse) may need to sponser you again after showing sufficient means of income in Canada (the LIBO).
Note - I am not a lawyer and my post may not be legal advise. Consult an immigration lawyer, preferable dealing with H&C cases and who is in Canada.

Your profession is of no use to any one for immigration / resettlement in Canada.
Only IT people and Finance related people can get jobs in Canada. All the others will have to do labour jobs (easier said than done) and then see if they can get their inline job.
Unfortunately that is the situation in Canada. Life is not easy.

Thank You Murali - I Know as I experienced that they do not need people from my line however once they granted me independent & profssional category at least for the sake of being united wth the family I must be allowed my wife has a similar profession & she is now successfuly working as a Building supervisor.
A visitor Visa was offered on Condition that I surrender my PR but according to Canadian Immigration Laws once PR surrendered the next of kin Lose the right ot sponsor.

You knew clearly the 730 days MANDATORY rule and you played with it risking your PR taking things lightly and making a mockery of other PRs who respect the rules ....
On top of that you are stating 'I must be allowed ' ...what a joke ...
If I were in your shoes , I would either re apply under Express category or expect family sponsorship ...... By the way can you please point a link to your last statement that the next of kin loses sponsoring right if you surrender your PRC.

Fill in application for visitor visa , land, hire an immigration lawyer and go from there. The money you saved till now will all go into drain in an effort of salvaging the PR.
Alternatively
Wait for your daughter to apply for parent sponsorship.
Third route, if you qualify ( young , have work permit etc etc) , get some good score ( above 480), apply for express entry and wait for your turn.
fourth route , Apply under family class ( not sure if this is a possibility yet in your case)
My hunch is you sent too much of garble along with request for travel document , that high commision had to show such a indifference and reject it. That was a setback for sure. All the best. A stitch in time saves nine.
What a fate! (I am Indian so I am allowed to be fatalist). Maybe your fate is such that you are meant to live outside, while your family is allowed inside. I hope you find a resolution to this issue, but it looks like it is going to be tough and, along the way, you may lose all your super savings from ignoring the timeframe. Good luck. I hope you did not leave your job yet, which can sustain you in the worst case scenario.
