Good Day!
I am a Canadian Citizen currently living in Chennai, India.
I and my wife landed in Canada in the year 2004. I became Canadian Citizen in the year 2008 and my renewed her PR card. (did not become citizen since she did not satisfy the number of days in Canada requirement) We all moved to US in 2008. In 2013 her PR card was expiring so we applied for a new PR card. In the mean time unfortunately my father and my wife's mom diagnosed with stage IV Cancer which we came to from USA to India to take care of them.
The new PR card for my wife did not arrive before we left USA. In Feb 2014, we received the letter stating that my wife's PR is Toronto office and should be collected in 30 days time. Given my family situation, my wife could not go there and collect the card.
Now things are settled down, we would like to come back to Canada. I would like to know the ways to get a travel document/PRTD for my wife and reapply/recollect the PR card. Please help me with your expert advise. I would truly appreciate your help.

You please apply for her PRTD. They will provide you with one. She is a spouse accompanying a Canadian Citizen. She should get it. Please make sure you send a copy of your Passport with the PRTD, just to make sure that it is proper for them to issue to your spouse a PRTD.
After you get back and get settled, pull out that letter that asks you to pick that PR card within 30 days and re-work the application and get her PR card and the PR the soonest. (Might take more than a month.)
If you feel that it is necessary for her to get the Canadian Citizenship, at a later date, please do so. This is to help avoid any lapses that you feel might occur, in the future. (Do you realize what position that you will put her into IF....? !! Hope not)
