Conservatives will rake up this issue when it suits them politically. They have already introduced a motion for the fall session for all MPs to vote.
Harper must have sensed this complication already - which could be root cause of bill c24. The timing of repeal and the settlement smells of backroom dealing and preparation of media bytes for Canadians to digest the bitter pill and forget by 2019 elections.

From conspiracy theory back to concoctions. What is bill C24? Bill C24 was brought in by Harper government which sought to strip Canadian citizenship from those who are dual citizens on the basis of terrorism, high treason and other serious offenses. So it creates two divisions, one who hold dual citizenship and one who hold only Canadian citizenship. What can you do in Khadr's case where he is a born Canadian and holds only Canadian citizenship? Even if Khadr is convicted on terrorism charges and if provisions of bill C24 was present law, you cannot strip Khadr's citizenship because according to Vienna convention you cannot render anybody stateless. So not sure what Harper could have sensed in Khadr's case. Definitely did not demand Khadr back from US control from Guantanamo Bay and his government's actions contributed to the basis of Khadr's lawsuit.
