The 416 is basically the area that excludes Brampton, Mississauga, Thornhill, Markham, Vaughun, Oakville etc.
Since you have three children, depending on their age, you may have to rent a 3-bedroom apartment. I live in Mississauga where an ordinary 3-bedroom apartment may cost you around $1200 pm if you sign one-year lease.

As far as schools are concerned they are there everywhere so you do not have to worry about them.
You may also like to consider living in a basement for sometime till you get a hang of the things. There are advantages as well as disadvantages of living in a basement.

I think in your case you may have to settle for a 3-bedroom house/apartment, as the landlords generally don't allow more than two adults in a room. Apparently it goes against the Ontario Human Rights and Accommodation Code or something.
