Go to the CBSA site and do a search for settler's effects, you will get all the information that you need.
Basically, you need to fill out your B4 form - accounting for personal effects. You should also print and carry with you a list of goods accompanying you and goods to follow.
Not sure about what requirements you have on your Best Buy financing. As far as I know, the customs officer is not concerned with that, all he has to do is look at the list of articles that you are declaring as your personal effects.
For further and the most current info, your best source is still the CBSA site.
