??? I just said that purchasing of equipment systems and their maintenance would be the same for both the municipality in Bombay as well as the City of Toronto.........1 CAD = 35 INR (or purchasing power parity computations) would not really come into play because chances are they would each be customers in the international markets for a lot of the same products / systems that would cost the same in US dollars irrespective of whether you are a buyer from Canada or from India.....




Just read the above 2 paragraphs of yours, you are contradicting yourself!

You agree that cost of XYZ would be unaffordable to City of Mumbai and very affordable to City of Toronto but it is not because of $1=35 INR!

Can't see how I contradicted myself.

The same system that would be unaffordable in Bombay because the municipality does not have a comparable amount of revenue, would be affordable in Toronto, because the City does collect.....

Going by your logic, 1 CAD = 85 Yen approx. Everything should have been unaffordable for the Japs because of that!

Yen is like paisa in Indian currency or cents in dollars. They do not have any special term for 100 Yen. So 1 CAD=3500 paise.

You can compare revenue only if prices of goods and services and per capita income were similar in Toronto and Mumbai.

Let me summarize:

In one of my earlier posts on the subject, I used cost of living index numbers that showed that Bombay’s budget of C$1.8b would be approximately equal to C$2.03b at Canadian prices.

A large entity like a city would be a consumer of higher value goods and services in the international market. The price of such goods and services would be the same irrespective of whether the purchaser is the Bombay Municipality or the City of Toronto. The fact that Toronto has $7.5b to spend on such services as compared to the $2.0b equivalent that Bombay has, would obviously put it in a far better position.

The most compelling factor, however, is the condition of infrastructure. Anyone who has seen Toronto’s infrastructure in comparison with that of Bombay could appreciate that….

Why do you keep comparing a fraction of budget that would depend on international market?

Most funds of municipality of a city would be spent locally in local currency. Revenue is collected locally in local currency.

You are making it appear as if there is no difference in purchasing power and revenue of a city in developed country and a city in developing country.

A bus ride in Mumbai might cost Rs 10. The bus ride in Toronto will cost about Rs 80. Can you compare revenues and expenditure of BEST and TTC?

Cost of living index - It says if you buy a product or service in US for $100, you would buying same product and service in India for $93. Had this been true, India would be so close to US in purchasing power and hence living standards!

The Toronto municipality is 2.6 m strong. The GTA region (includes Peel, York, Halton and Durham regions, the 905ers) has 5.1 m population.

According to the above, the per capita budget for Toronto is: $2885 and that of Mumbai is Rs. 4,437. If we know the average income of individuals under these municipalities then we can compare the level of municipal spending as a percentage of per capita income, a dimesionless number. I realize the actual per capita income in Mumbai would be much higher than the official figure and that would introduce a big error in our results. But I guess the exercise would be worthwhile.

Does that mean the Mumbai budget is enough for Mumbai
