Bombay's budget for 2003-04 is Rs 6,651 crore = Canadian $1.8 billlion approx. Population is estimated to be about 15 million.

Toronto's total 2004 budget is $7.5 billion ($6.6b opex, $0.9b capex). Population is about 5 million.

Toronto's budget is 4 times that of Bombay, while its population is only a third of Bombay's!!!

I have highlighted these statistics that for Mumbai to come up to Toronto standards it has to increase it budget 5 times atleast which is not going to happen in the next 100 years ?

Can you compare in Toronto and Mumbai in terms of budget? Does 1 CAD = 35 INR not come into play?

If you talk of budget of a city, obviously it will be in billions of Dollars or crores of Rupees. Just an example: Is lifestyle of a person earning 30,000 INR same as that of a person earning 950 CAD in Canada or can you buy same amount of products and services for a fixed sum of CAD in Toronto and in Mumbai. Are salaries same in Toronto and Mumbai for similar trades? Only for example, is a crane operator in Toronto and Mumbai earning the same? Does 1 CAD=35 INR not come into play?

Obviously Toronto's budget would be higher even if less population than Mumbai.
