Dear Experts;
I have just landed in Toronto three days ago with my wife, 3 yrs son and 2 yrs daughter. My wife is 8 month pregnant and she is supposed to deliver a baby next month. I have applied for a health insurance and there is a three months waiting period before your health insurance is effective. Next month when my wife delivers the baby she would not be covered by insurance and as a result we would pay 10,000 Canadian dollars for the hospital that she would deliver in.
I have also inquired about buying a private insurance plan and all the private insurance plans don’t cover pre-existing conditions such as pregnancy and delivery.
I am stuck right now and there is no way on earth that I can pay 10,000 dollars for delivery in a hospital.
I need an urgent recommendation please on how to deal with that dilemma. Your help is appreciated.

If you are a landed immigrant, then you do not worry about the delivery expenses. There are few non profit organisations which will cover all the expenses and you don't have to pay even a single penny. Link for one of the agencies doing social work for south asian women is here:

Talk to them and I am sure they will help you or atleast guide you what to do.
You may also call Mr. Ranbir Chauhan of Asian Connection @ 416-910-2000 and take number for Neeta (I am not sure about the name). She is a social worker and quite often comes on his Radio Program. She may help you.

There really is no simple solution to your post. ON, QC, NB, and BC have a 3month waiting period for health benefits. If possible you could consider moving to another province before establishing a residence in ON.
I dont know whether any of the other provinces would cover you immediately if you are arriving from Toronto. You could research the other provinces health sites to determine you would be immediately eligible for health insurance. I am providing the Manitoba health link here:

You should call the provinces health line to ensure you get benefits immediately on arrival BEFORE YOU MOVE to another province.
By the way getting a good doctor/ gynaec / pediatrician at such short notice is very very difficult in any province.

when I went to the ministry of health to apply for the health insurance card in toronto, I have been told by the manager that if I am a conventional refugee, then I can get an exemption from paying the delivery cost. I am a palestinian refugee and I was born in a refugee camp in Gaza Strip. Does that help the immigration canada in providing me with a document that proves that I am a conventional refugee

It should help. I have no info about refugee program so cant help you there. Talk to CIC as soon as possible.
