What should I do in this situation..........?
I left my car in the parking lot ,came back after 20 mts to find a handwritten note and a business card underneath the wipers ,note says your Bumper has been broken by a van and the plate number of that van was this this ...
I went to workshop which says 800-1000 dollors to repair
What is to be done in this situation go to police or insurance co?
Would this effect my insurance in anyways

Two years ago, while playing cricket in the park in a apt building, my friend's son broke the windscreen of a car. My friend decided that he was responsible for it since it was a parked car. He left a note on the windscreen giving his contact details and offering to pay for the repairs.
May be the person who left the business card and van number wants to pay you for the damages. Try and contact him before you take any action.

The same exact thing happened to me a couple of years back. Here's what I did
1) Contacted the person who left the note, thanked him profusely and got some more details from him. Took a photocopy of the note he's written.
2) Went to the police station and filed a report. Asked them to find out the owner of the vehicle based on the license plate number. They won't tell you, however they will contact the other person.
3) Call up the insurance company and relate the whole thing to them. They will ask you to get an estimate from a preferred autoshop. I didn't get anything fixed though before resolving the issue.

In the end, the guy whose wife actually hit my car contacted me after the police went to his place. I tried to settle it with the guy directly but he turned out to be a wise-ass and tried to question the whole incident and imply that the damage was already there. Needless to say, I told him to take a hike and took it up with the insurance company. In our case, both of us had the same companies so the insurance company paid up after some coaxing.

LADY BUG
I did the first two things , police officer also inspected the vehicle and i did get a call from the culprit who was a lady ,she apologized and is telling me that she will get me a rental car and get my car repaired from somebody she knows,as she doesnt have a insurance herself as she was driving this van of somebody else who wont cover the insurance for her.
I have not reported this to insurance company yet should i wait for her or should i inform the co...?
Getting away or running away like this ,shouldn't she be charged..?
