I dont know how it is in Toronto...but one way would be to find out an association of ppl in your field and join/connect with the same.
You can probably use the govt/resettlement resources to help you get started.

Yes, as jake3d said, Find a Society which provides certification in your profession or specialization. Participation in the voluntary activities of the society is helpful in networking persons of similar interests and aspirations.
And there is no harm in trying and trying... even 100 times, with due discretion. We just need one Hit... isnt it? If hit, well and good, that s what we want.... if not hit, move on to next one.
