If I live and work in New York on TN for a year with my family, I guess my kids will satisfy residency requirements for the universities of that state. Hope the same for California.

It depends on the University. In general, the child is an international student and therefore will be subject to non-resident fee. But, there are Universities that have policies to treat neighboring States/Provinces as residents. Ex: - Wayne State in Detroit treats ON, OH, and IN students as residents for certain programs.
As a TN living in the US, one is a resident for physical presence and taxes, and a non-resident for immigration purposes (pretty similar to Canada).....with bunch of caveats and exceptions, of course.

My kids are US citizens but we are not. I need to check whether the US citizen will still be considered non-resident if he/she had been living with a TN resident for a year plus before starting University.

US citizens are not subject to international fee. However, you still may have to check the requirements for in-state tuition.
If your children are not close to starting college, then it's not an issue for now. If they are, then it's probably a matter of checking with the colleges that they are applying.
