I know that salaries differ from place to place based on the costs of living but how much more should a person expect in terms of % from his Canadian salary as a baseline say in a place like NYC - 25% , 30% ?

Check online, may be Glassdoor for the salary information that is related to your skillset.
For instance, if Glassdoor gives you an approximation of $125k/year (average) for a Senior Developer (any specialization), then quote between $120 and $130. Make sure you add a clause of 'Negotiable'. I normally give them the range and always mention it's negotiable and open to discussions. This makes the whole affair particularly open ended and doesn't spoil your chances to get rejected just on the remuneration level, especially if the position and other benefits look promising. If you're going through a Hiring agency, ask them beforehand as to what should be quoted. They have a fair idea of the exact monies.

I wonder why most of the recruiters from the US are thick Indian accented unlike the ones from here ?? At times ,it appears that the person calling in is actually calling from India with a US no...

The IT recruiter scene has gone very funny in US, we often get called by some one at 5th or 6th tierin the chain of sharing commission, and these are iften spouses and IT guys doing this as a second job, hence the thick accent.

As this will count against the kids university required residency.
