I think the following link explains. I suggest all who apply for Canadian Immigration should go through

http://www.cic.gc.ca
In case of doubts, please seek the help page and use their search engine. Anyone can do that.
http://www.cic.gc.ca/english/help/index.html

Go to
http://www.cic.gc.ca/english/search/index.html
and type the word Police clearance certificate or what ever you are looking for..
Anyway, I am giving the relevant link for you.

You can be asked to submit PCC for every country that you have lived after the age of 18 for more than 6 months.
Some people are asked to submit some are not ...I do not know if you have been specifically asked to submit PCC from Dubai or not.

Which ever the case, speak you your local UAE counsulate and apply for a PCC at the earliest as sometimes PCC from UAE could take a few months to arrive.

A friend of mine lived in UAE and later moved to US, he was not asked for UAE PCC , just indian and US clearnance was sufficient.
