With all due respect to everyone giving advice on this topic. In my humble opinion, the law states clearly "commercial carrier". No matter how wide the interpretation, bicycle, horseback, cart cannot be regarded as 'commercial' as long as the ride is free.

It should be an important matter but it seems NONE knows the answer!!But do you know "who" can tell us the answer?Any CIC / Canadian Immigration people at Detroit or Niagara Falls border?Do you know how to contact them (any phone number)?
All I need to know is if CIC will let me enter Canada through the Detroit or Niagara Falls border in USA when I drive "my" car?(I do NOT have a PR card but I had entered Canada as a PR before)

Per CIC
Permanent Resident Card
The PR Card is going to be mandatory for return travel to Canada via a commercial carrier (land, sea, air) after December 30, 2003. As of this date, permanent residents returning to Canada by airplane, boat, train or bus must show their PR card to when boarding to prove their permanent resident status in Canada.
However, Citizenship and Immigration Canada (CIC) has indicated that Permanent Residents holding the IMM 1000 Record of Landing document (people who have landed in Canada before June 28, 2002), can use their IMM 1000 to travel to the US in their own car. This situation may change at any time.
You should contact the US immigration services about their document requirements. We highly recommend that you consider getting the PR Card if you are going to leave Canada.

I have your answer clearly stated at the top. Scroll up and you'll see it. YOu CAN enter Canada in your car WITHOUT the PR card. If they don't let you in, call me. I'll represent you for free.

I was concerned because in the letter that came with landing documents from CIC, stated that:
"IMPORTANT NOTICE
IF YOU ARE PLANNING A TRIP OUTSIDE CANADA
You should wait until you have your Permanent Resident Card to travel outside of Canada. If you can't do this, you will have to apply for a Travel Document (Permanent Resident Abroad) before you re-enter Canada."
And there are so many warnings around the net that obtaining this Travel document (Permanent Resident Abroad) from Buffelo is NOT guranteed!
Masood, Do they mean that PR card is NOT needed when entering Canada from USA by non-commercial vehicle?
Also how unlikely that Buffelo will reject one's Travel document petition if say the person landed in April 2004 (and came back to USA immediately) and then plan to go back to Canada permanently around November 2004 or so (and just in case I cannot have my PR card in hand).

- THERE ARE SEVERAL FACTORS, THE MAIN ONE BEING ABILITY TO DEMONSTRATE LINKS TO CANADA. IN YOUR CASE, VERY UNLIKELY THAT U AN GET TRAVEL DOC.

Hi,
To enter Canada from USA in your car you should have atleast IMM1000 ,that means if you land after June 28,2002 officers might not allow you to enter Canada without Travel doc or PR card after Dec 31,2003 even if you are returning in your own car from USA.Confirmation of landing (IMM5292 I believe) might not be accepted at POE officers bacause in all CIC websites they only talked about IMM1000 landing paper
