I had submitted my PR app. on March 2002 and then I was not required to submit Police CC from India (as per their instructions). So I only got and submitted FBI report.
Now I recently got married and in the process to include my spouse in the application. However, the Buffalo Center's policy regarding PCC seems to have changed. Now, do they require PCC from India also (in the instruction the whole block including countries where they would inquire by themselves has been taken out)? So what do you suggest? Should my spouse include her PCC from India now or the signed authorization letter is enough and what about me? Should I also submit India PCC now?
Also how to get PCC for India if you are in US?

If it's not too much trouble, you [and your wife] should provide it ... it'll reduce the processing time by a few months. Many applicants simply sign the authorization and Buffalo does not request PCC.

I have yet another query.
If I want to sponsor my spouse after I get PR (as she is engaged with her studies in India, she may not want to add her application right now with my ongoing PR application), is it possible not to notify the Buffalo center about my marriage right now, or it is compulsary to notify them about my change in marital status right away.

you will be making a fatal mistake if you don't inform Buffalo about your marriage. It's better to inform tham and tell them that your wife will not accompany you now. This way door is left open for her.
