1. You said you are aiming to join University this fall. You can apply for study permit right away. It takes few days to few weeks.
2. Then you can apply for PR.
3. I do not see any conflict in this.
4. Theoretically, there is no issue about applying for both of them simultaneously. You can offically have a dual intent, unlike in U.S.
5. But you never know whether the Officer at visa office will think that you are applying for Student visa just to cut the queue and do not plan to return when your studies are over, and would wait for your PR inside Canada. It is funny line of thinking but one can think negatively.
6. About different streams, it is now increasingly common for an engineer to go for MBA, as it makes a winning combination.
There is no issue here.
But if I were you, I would take step 1 and then 2. You must be having a valid reason for doing it other way. I doubt that they will process PR fast enough for you to get PR discounts in the very first year. But it is surely worth a try. But I would first get the study visa stamped.

My one question which i asked Masood earlier is even if getting a study permit helps in PR app, where exactly in the app should I mention this? There are no points gained for a study permit when applying as a skilled worker.
Yes I am indeed applying for a study permit first but am ready with my PR app and want to send that in at the same time rather than wait to get my study permit, which as you said could take weeks. But even if I did it the other way i.e. PR app first, then study permit, how does it matter? I am just curious as to any reasons why...suppose someone else just sent his PR app and then got admitted to a univ in the next month, he/she is going to apply for a study permit only then - would it be any different for that person?
