is it possible to call parents for visitor visa to canada and afterwards applying for immigration from buffalo?
what are the conditions!!

This is not possible.

Sponsorship applications are only processsed from the country of residence of sponsored individuals, so if your parents are residing in India on a permanent basis, the appication will be processed from New Delhi.
