Passport request after Medical

My parents received request for medical in mid-march, but did not receive passport request with it... Is this norm? Some people say they received passport and medical request at the same time.
Should I inquire CHC about it?

Normally you have to send your passports within one month after medical, but you can check with cic or on the website.

I know of cases wherein people have submitted passports without being asked to. However, they did it as soon as the medical was done, as the validity of the medicals is only 12 months.

Could you please share your timeline (parents immigration - PR)?
