Applying for PR from within Canada (in visitor visa)

Can one apply for PR (family class - parents) when visiting Canada under visitor visa? What I could find from CIC website is NO, but one of my friend says it can be done.

An application to sponsor parents have to be filed at CPC Mississauga, irrespective of where the parents are, at that time. As you mention that your parents are in Canada on a Visitor Visa, you can go ahead to file a sponsorship application. In the first stage, you have to be approved as a Sponsor. Once you are found eligible, the file will go to Visa Post overseas for grant of permanent residence status.
