Hello Peeps,
We are a permanent resident couple in Canada and my parents & in-laws successfully obtained TRV (Visitor Visa) for Canada - they are visitng us this August. We also have plans to visit my cousin's wedding in USA and my in-laws received their B2 USA Visitor Visa but my parents were denied. Now given the time at hand, it is certain they cannot reapply from India. Is it possible they can do that from Toronto? I googled with no luck. The NVARS sites does say - "If you are a temporary visitor to Canada or you are currently working, studying, or visiting the United States, you must obtain an appointment to apply for a visa" - but it does not say from where - home country or Canada? Please advise.

Yes, you can, after obtaining an appointment. However, the chances of visa denials are generally high in this situation.

I had exactly the same issue. My parents were denied US visa a year ago. They are on a visitors Visa to Canada and we wanted to go to USA for tourism purpose.
I booked an appointment thru NVRS ( by calling them on collect call basis as online there were no slots available.)
The interview was today and they were denied. I was present as translateor for them and the lady said that she is not going to overrule the decision of her counterpart in india who denied a visa a year ago.
I had all my documents like paystub, IT return, property docs , bank statements showing liquid funds in excess of $50K but they did not even look at it.
So please do not waste the $300 in fees. they will be denied for sure especially since they were decilined once in India.

Technically you do not qualify. You are supposed to apply from your country of residence. Since India is the place of Residence for Indian Passport holders who are visiting Canada, one does not qualify technically to apply while visiting Canada.
Ofcourse one has the right to try but 99.9% you will get denied and waste your money.
What a disappointment! But again - atleast they got to meet us as Canada did not deny them - So I can't complain - I am still happy. Thanks a lot guys. Much appreciated.
