Technically we can apply, I had checked with their call centre. Since they are on long term visitor visa ( 6 months) , this is considered their local residence ( as explained ).

If there was no rejection earlier and you show sufficient sort of sponsorship then you can get a visa IMO. Yes but if there is any doubt they will defer to the home country.

As per experienced with my one freind went to ottawa for this purpose as he was saying getting visa chances higher than toronto in this case. His parents did not apply from india but they came and they made up mind to go usa.

they applied thourgh ottawa. and at time of interview officer denied the application, my friend was interpreter on that time he asked politely "may i know on what base u r refusing our application." officer said i am not sure that they will come back from usa.

my freind show some documents to officer that they have nice job, having only this days of leave, they have booked return ticket and also i am taking responsibility to get them back from usa and return them to india.

well whatever the reason but officer agree with explanation and he given visa on that time.I mean to say if they refused application dont just leave try to asked and convince them for whatsoever reason they say to you.

U will waste some of dollars for trying. but u can visit ottawa with your parents and meanwhile if luck favouring u will get visa
