Canadian citizens do not go through fingerprinting. However, any one with any citizenship can be pulled over for secondary inspection both at the Cdn POE and US POE. Reasons? - something triggered on their computer when they scan the passport or when they capture the license plate of the vehicle, inconsistent responses to officers' questions, etc, etc, etc, etc.

Once you are in the secondary inspection, the officers have sweeping powers to go over your life history, whatever they can dig from their computers and from you. So sure, as a PR, if someone had computer records, as a citizen, those might show up.

I see your point, though I would not use such a strong language "Sweeping Powers",...It's not like immigration officials will crucify you.

Immigration Official has the right and responsibility to detect and procure suspects. This is for protection and welfare of all Canadians and Americans. I feel safe when officers at the border ask me questions, because then I know that the security system is working.

Only those with criminal history have something to fear.

-- what she meant was they have an authority and hence are powerful, that's all.

These days, the US POE officials seem to swipe your passport at their terminals more often than not. When they do swipe, you name might pick up your prior history in their computer.

If they decide they cannot let you in, they may simply turn you around and ask that you not try to enter again. If you try to enter again and if you are intercepted for (I think) the third time, you get arrested. Then there are laws that allows them to bar entry for upto 10 years or life or something to that effect.

So, sure, you can try entering, but it's upto the officer and the secondary inspection to determine your eligibility. There might be provisions to get a "pardon" or "waiver" from the US officials for your previous overstay.

You DO have a criminal record. It is very unlikely you will ever be able to get a legal status in the US.
