What time should I log onto the US visa reservation system (nvars.com)to be able to get a visa appointment ?

They should have some time of the day day when they open all the slots for the 7 th week, first day at least for a good few minutes.

There is no fixed time. I got mine after more than 3 weeks of trying. Actually I called them after constantly trying for 2 weeks and was told that you need to check for slots every 10-15 minutes as there are thousands waiting for few slots. In my case it was around mid morning 10:30-11 am, but I have read few posts earlier in this forum where they got it late night or early morning.
