Are telemarketers calling from the United States or other countries required to follow the National DNCL Rules?
Canadian companies making telemarketing calls or hiring other companies to call on their behalf must follow the National DNCL Rules regardless of where the call is coming from. Telemarketing calls made on behalf of non-Canadian companies, where the call is coming from outside of Canada, are not required to follow the Canadian National DNCL Rules. If a Canadian telemarketing company is calling Canadian consumers on behalf of a non-Canadian company, the Canadian telemarketing company is responsible for making sure the non-Canadian company is subscribing to the National DNCL.

Getting off the list of companies like Rogers and Bell should not be that hard though unless they outsourced it to some third party company who may not be following the rules.

I think I do not have call reject feature in my cell phone (Sony Erricssion W300i ).
Assigning silent ringtone will work. I'll try it.
