I have a HP desktop in the office, new one. I can listen to the sound on the PC. When I insert for the ear plug, it won’t work. I tried 3 different ear plugs. Still the sound is from the PC. Should I do some settings in the control panel?
(I need to listen to music while working since there is too much noise in the surroundings)

The socket is the right one (per the picture on the socket). The sound is off the PC not the monitor.

Try this:
Click on Windows button 'Start' on the bottom left corner - > Programs ->Accessories -> Entertainment -> Volume Control.
Check if any of the option is not checked as 'Mute'. Unmute it and see if it works.
After some yelling and screaming, the tech came to check. He opened the cover and the wiring is messed up. He's gone to see what can be done. So much for the new HP.
