Applying for PR while in US with Canada job offer

Currently I am in US but have a Canada Permanent Job Offer with Joining date as mid October.

Can I apply for PR right now as it will reduce the wait time? OR should I wait till I enter Canada and the apply for it?

Which one is better?

To be in a running race, you have to be at the starting gate, fall in line, be ready to run it. Then they will say, on your mark, get set and then... BOOM, then the blank gets fired. Now do tell me..... how can one apply for Canadian PR, without ever entering into Canada or setting foot into Canada.
