Isn't this procedure in 2-3 different phases like you submit original documents; passports and citizen certificate and they return you after a few days and then you wait for few weeks for OCI Certificate then they take your valid canadian passport back to put a ( I think it called "U STICKER"

Yes, you are right about the 3-steps procedure. First I submitted my application for OCI with originals.
Second-Originals were returned, a printed and scanned copy is sent to INDIA,
Third- Once file comes back at the Toronto office, we need to submit our Canadian Passport, and OCI is issued 2 weeks after submitting Canadian Passport.
We are on Second stage right now..
We have been given our File and reference numbers and have been advised to keep on checking on the website to know when our file is received at the Toronto office, so that we can submit our Canadian passports.
We go to check on this website about our OCI status:

At quoted point Toronto office will paste OCI VISA sticker or will give you OCI Registratin Certificate Boooklet and ask you to APPLY OCI online again to paste OCI visa sticker with $25 fee.

I dont know if you are asking or informing, but what you stated above is incorrect. You just need to deposit your PP and collect it after 1 week (check online) - there is no extra charge for applying the sticker.
