This requirement to produce landing papers should apply to fresh oci applications and not to pio card holders who are converting...

When I was converting from PIO to OCI, I was asked for the same. Upon inquiring as to why, I was told that this was due to fraud being committed by desis. Didn't probe any further as to what kind of frauds were being committed, but I reckon one of them could be the reason MITRON gave above.

PIO was very easy to get & the restrictions were very few as compared to OCI.

So lot of people who couldn't get or were eligible for OCI used to apply for PIO.

Now these same PIO holders want their PIO to be converted to OCI without fulfilling the original OCI requirements. Hence the Indian government is giving them a hard time & asking for all this.

Whether you are converting from PIO to OCI , A fresh brand new OCI application, or even just an OCI renewal for kids or senior citizens - the process is same, its as good as applying for a BRAND new OCI application, the whole nine yards !

Even for miscellaneous OCI procedures like transferring your OCI sticker from the Old passport to the new passport - they ask for ALL the documents ALL over again.

Lot of things the Indian government is to be blamed and lot of things our own desis should be blamed for the various frauds they commit like fake marriages to come to Canada, fake claiming of Refugee status after coming to Canada, becoming an illegal immigrant and going under after coming here on student visa, visitor visa, work permit.

Some Desi people were so stupid that in the past they used to take Canadian citizenship & Canadian Passport and never used to cancel their Indian passport & Indian citizenship.

Then they used to use the Indian passport to travel to India instead of the Canadian passport as they wanted to save the $ 60 Visa fee to India..LOL & save the hassle/time of applying for an Indian Visa at BLS or VFS or the Indian Consulate.

A family of 4 would save about $ 250 that way. While going to India from Canada, they would all travel on Indian passport so NO visa required. While coming back from India to Canada they used to travel on Canadian passport.

In the past very few things were electronic & digital. Just Entry & Exit manual rubber stamps used to be put on the Indian Passport & Canadian passport. So this was easy to do.

But now things are strict, and such shenanigans can be caught easily.

For Income tax purposes & buying property & Aadhaar/PAN card, stocks, mutual funds, capital gains tax & bank accounts & local mobile phone etc also these things are good.

In India they act like an Indian with all Indian documents/ID's and don't tell anyone they are a Canadian citizen. And in Canada they act like a Canadian and don't tell anyone they have property, money, bank accounts etc in India

So best of both the worlds & benefits & advantages of both the countries. They are fooling both CRA - Canadian taxes and Indian Income Tax department

I know people who live in India for 6 months during the Winter so they escape the harsh Fall/Winter of Canada and collect OAS, GIS , Welfare . And for Summer/Spring they come here for collecting FREE medical.

I was in the same situation and frustrated despite showing the CIC VOS document confirming my landing details but they need more info such as category. CIC stopped giving the true copy of landing paper since last year.
It is so pathetic that they wanted to see my landing paper for my wife's OCI application where as i have submitted my OCI details .

I was been advised to contact consulate to get exemption in this scenarios. This day 3 and still waiting for the reply to my email.
Will post once i get the reply and outcome.

6 months to get a VOS document! Thats crazy

Forget that . I know a guy who was Single and was 30 +, when he applied for OCI.

They wanted his parent's landing paper ! if he wanted to apply for OCI ! What parent's landing people have to do with an Adult male is beyond me.

He was 20 + when he came to Canada with his parents.

So he was not a minor when he came to Canada, neither was he a minor when he was applying for OCI. It just happened that his parents, his brother & himself - ALL 4 of them came to Canada at the same time as a family unit & landed together.

If he was married they wanted his wife's landing paper & if he was Single they wanted his parent's landing papers ! Plus they wanted an affidavit from him, saying that he is Single.

So not only they want a marriage certificate if you are married, now they want a Single certificate too
