Some Desi people were so stupid that in the past they used to take Canadian citizenship & Canadian Passport and never used to cancel their Indian passport & Indian citizenship.
Then they used to use the Indian passport to travel to India instead of the Canadian passport as they wanted to save the $ 60 Visa fee to India..LOL & save the hassle/time of applying for an Indian Visa at BLS or VFS or the Indian Consulate.
A family of 4 would save about $ 250 that way. While going to India from Canada, they would all travel on Indian passport so NO visa required. While coming back from India to Canada they used to travel on Canadian passport.
In the past very few things were electronic & digital. Just Entry & Exit manual rubber stamps used to be put on the Indian Passport & Canadian passport. So this was easy to do.
But now things are strict, and such shenanigans can be caught easily.
For Income tax purposes & buying property & Aadhaar/PAN card, stocks, mutual funds, capital gains tax & bank accounts & local mobile phone etc also these things are good.
In India they act like an Indian with all Indian documents/ID's and don't tell anyone they are a Canadian citizen. And in Canada they act like a Canadian and don't tell anyone they have property, money, bank accounts etc in India
So best of both the worlds & benefits & advantages of both the countries. They are fooling both CRA - Canadian taxes and Indian Income Tax department
I know people who live in India for 6 months during the Winter so they escape the harsh Fall/Winter of Canada and collect OAS, GIS , Welfare . And for Summer/Spring they come here for collecting FREE medical.

When I was converting from PIO to OCI, I was asked for the same. Upon inquiring as to why, I was told that this was due to fraud being committed by desis. Didn't probe any further as to what kind of frauds were being committed, but I reckon one of them could be the reason MITRON gave above.

I was in the same situation and frustrated despite showing the CIC VOS document confirming my landing details but they need more info such as category. CIC stopped giving the true copy of landing paper since last year.
It is so pathetic that they wanted to see my landing paper for my wife's OCI application where as i have submitted my OCI details .
I was been advised to contact consulate to get exemption in this scenarios. This day 3 and still waiting for the reply to my email.
Will post once i get the reply and outcome.
