I would propose one has to experience it to come out with individual experience and keep that with oneself. It helps to grow as an individual and person. I have been to various locations and did stay in each place like Gulf, US, Canada and India. Each offers a different experience. The education in Gulf especially in Indian schools match the same (or maybe better) as in India till the 12th std. That is they are either CBSE or ICSE or in some case state boards of India. However the way a student learns either through mugging or understanding concept is not relevant with the way the system has worked for us. Right now India is the leading country when it comes to the best doctors and engineers and other professions too. Indians as the Chinese have gone, struggled and prospered or learned hard lessons in the process.
Patriotism is a good thing but pls do not over do it .

If India is producing large number of engineers / scientists , its not because the education system is excellent but because of proportions & population pressure & culture - for every 1 engineer produced there are at least 10 students who have succumbed to the system ..
Best professionals - highly arguable --- Have you ever met the best doctors engineers or CA s from Canada ?? ...Try to compare the best to best and you will understand more .....
Education in Indian Schools in Dubai or other ME countries is similar to what it is in India with teachers lacking dedication -- However the taughts are amongst the better genes for obvious reasons and are most likely to succeed ....

One thing is clear from the query; that you want to move out (or already out) of India for better life style. I don't think that Dubai offers this life style permanently to you, you cannot enjoy it post retirement. But Canada does, there may not be taxes in Dubai; but the rent is way to high. One more question to ask is how long will the growth becoz of the petro economy last.

The key factor is experience. May be some of the experience of folks here with doctors in India or engineers not have been good. I haven't been to a lot of doctors here in Canada to assess whether they are top class or not. I am speaking from the experience of my friends who have seen different family physicians or doctors this side of Canada. May be the experience would have been better for other. I am not going to dispute that.
Also it is not a question about patriotism. Many of the companies that have been found in Silicon Valley have founders or co-founders who are from IIT or IIM. So let's not totally use derogatory terms like kitaabi kidaa here. When the president of US or prime minister of Canada itself is saying that good engineers and doctors are not being produced there and we have to encourage talent from outside then we should accept there might be some truth in quality of education here. Rest my case...

When they talk about lacking the talent here, doesn't mean these countries are lacking the quality. It's the quantity.
As Fido put it straight - India has the population and the sheer number of (unregulated) educational institutions to its advantage, however low quality they are. There are different set of standards in each country to evaluate the institutions. Maybe, Canada/US has high standards and don't let the low rung institutes to mushroom over like India. India also has a outsourcing advantage. It simply doesn't mean the system is producing high caliber talent, barring a few here and there.
Merely ITTs, RECs, and IIMs don't constitute the broader spectrum.
