Surrender certificate and OCI together

Hi,

I want to know if I can apply for surrender certificate and OCI together? Since I need to send the passport and canadian citizenship for both the applications, I was thinking I can send both the applications together.

Where can I send the applications? some where I saw that it needs to sent to VFS Vancouver only.

I cannot go in person so I have to mail the forms. Please let me know the whole process though I visited the oci and vfs websites, the information is not clear.

You need to get the surrender certificate first and then the OCI
