He was able to become a doctor without ever working very hard?!
An employed doctor in Canada can easily afford a house keeper. As you are no doubt aware his path to becoming an employed doctor in Canada would be long. I'm not sure how his new degree fits into his plan, maybe he is not planning on being a practicing clinician.
There are steps he can take to begin having his credentials assessed before he comes here (I'd recommend this for any profession). http://www.mcc.ca/en/obtaining_license.shtml
Make sure he is aware of the statistics regarding internationally qualified physicians and medical residency. Some people will believe anecdotal stories more than statistics and there isn't much you can do about that.
If he wants to study a particular degree I would recommend he have a clear career goal in mind. Canadian universities offer a lot of unemployable degrees, best to make sure it is really necessary and in keeping with any career he has in mind.

Looks like he has saved a lot of money and now he wants to experience hard work, racism, cold, corruption free environs, tim coffee, good free primary education for his children, high insurance, high comissioned mortgage/ house brokers, good tap drinking water, high levels of unemployment, nice white girls...
Let him come by all means and then let him move to better employment in the Gulf.

Good Lord! And we're still looking for more Doctors, Nurses and other health care workers. What kind of dumb a$$ hypocrisy is that? The emergency wards are not accommodating enough in any city in Canada, most family doctors will only see you after at least a month's appointment request and we have this bloody waiting list for treatments that people "categorize" as "non-emergency" like they have all the rights to do so. Wake up Canada, its high time.

Yes. Canada needs more doctors, More nurses, More technicians.
But the healthcare lobbyists will never allow this to happen. So a small circle of people get paid a lot of money. The lobbyists will never increase internship seats, start new medical colleges etc.. but will allow hundreds of thousand of immigrants to immigrate while the doctor percentage might even be cut off with the new proposal of saving money (deficit).

The vested interest is the CMA which is controlled by the doctors for the doctors who are preventing/controlling the license of immigrant doctors..
