My wife travelling to India with 2 kids(minors) and all are Canadian citizens. Is it required to have a notorized authority letter, if yes where do i make authority letter, i live in Mississauga.

It is best to carry notarized letter. You can notarize it from any notary and even some community centers/newcomer centers do it for free or for very nominal fee. There was an old thread about which community center does it in Mississauga. Try using the search feature in Charcha.
