See the specifications of the diesel fuels that are sold there in the market. (The Petrol Pumps) Get the Octane numbers too. It will give you an idea as to what type of Diesel Fuel it is. Save a sample in a small container.
Diesel-powered cars generally have a better fuel economy than equivalent gasoline engines and produce less greenhouse gas emission. Their greater economy is due to the higher energy per-liter content of diesel fuel and its intrinsic efficiency of the Diesel Engine. While petro diesel's higher density results in higher greenhouse gas emissions, per liter, compared to gasoline fueled engines, the 20–40% better fuel economy achieved by modern Diesel-engined automobiles offsets the higher per liter emissions of greenhouse gases, and a Diesel-powered vehicle emits 10–20 percent less greenhouse gas than a comparable gasoline vehicle. Biodiesel-powered Diesel engines offer substantially improved emission reductions compared to petro diesel or gasoline-powered engines, while retaining most of the fuel economy advantages over conventional gasoline-powered automobiles. However, the increased compression ratios mean that there are increased emissions of oxides of nitrogen from Diesel engines. This is compounded by biological nitrogen in biodiesel to make emissions the main drawback of Diesel versus gasoline engines. So, they look for and measure the NOX2 emissions in Diesel Engines.

TATA INDICA. : The original engine was designated as 483DL which stood for four-cylinder and 83-mm stroke. It was designed and installed from 1998 to 2007. The newer Common Rail Diesel Injection system, 1.2 Liter Turbo Charged Diesel has performed better. See the type of Engine in the car you are testing.

Per WHO, diesel exhaust contains more toxic air pollutants that are carcinogenic than petrol exhaust. Greenhouse gases are given more prominence as they are the talk of the day, so that other toxic pollutant issues are swept under the carpet. India is no exception on this issue. I just want to highlight in the pilot project and show what the reality is.
All of us drive a vehicle, and none of us know enough about it to speak on this subject matter. That includes WHO also. Ability to own and drive a vehicle does not bestow the knowledge with which the equipment was developed.
Diesel exhaust is a mixture of gases and particulates produced during the combustion of diesel fuel within the confines of a Diesel Engine. The very small particles are known as diesel particulate matter (DPM), which consists primarily of solid elemental carbon (EC) cores with organic carbon (OC) compounds adhered to the surfaces. The organic carbon includes polyaromatic hydrocarbons (PAH), some of which cause cancer when tested in animals. All of the above are linked only to a Diesel Engine and in the current day they are eliminated, totally by the addition of Turbo Chargers and also with the addition of Common Rail System. Also there are Catalytic Converters incorporated to eliminate a lot of emissions coming out of the exhausts.
Stoichiometry is the science of balancing the Mass in a chemical reaction and would normally account for the emission of gases out of the combustion in a Diesel Engine. There are Machines that measure the colour of these fumes out of a diesel exhaust and provide you with the reading if it is used in a running vehicle, either on a test bed, or on its run when monitored. If you are so equipped, then you will obtain a set of readings, on the exhaust gas emission while it is in motion. See what the limits are there in India and also as a requirement, posted by different countries, and then can make a valued judgment as to the performance of the vehicle that you are testing.
In a Diesel Engine, the percentage of un-burnt fuel is totally eliminated in the current day Vehicles and the efficiency in a few of the larger sized vehicles even reaches 50% of the thermal efficiency, that which could not have been accomplished had it not been for the regulations that demanded it and the relentless efforts of the research conducted by the Motor Vehicle Manufacturers.
If there are any older inefficient vehicles are still running there on the roads, they should either be made to incorporate newer technology into it or be provided with a time period beyond which they should be dis-allowed to run, creating such unhealthy conditions for the pedestrians and residents in that vicinity by its usage. It is left to the local Ministry of Transport to make a ruling on this and adhere strictly to it. Also they should exempt the Farm Machinery and Mining Machinery from such a rule, because of the initial costs, and also because of its usage in remote areas and away from the populated places.
