You may be able to get a prepaid SIM based on your passport and photos only at Delhi Airport. On some forums, they say you are required to provide a hotel address where you will be living and they verify that and it could take a couple of days for activation.
Anyway once you are out of the airport, you can get a prepaid SIM based on providing ID proof and local address proof only. They will not accept anything even outside the state, for example, you cannot get a prepaid SIM in Delhi based on Tamil Nadu address proof.
I think the information about micro-SIMs in the above link is outdated. They are available in India.

I am not sure if it is that easy. Unless you show Indian ID cards and local address you may not get it.
Round about is to ask your relatives to get one for you.
BSNL is the easiest to get SIM (with minimal hassles).
I used company provided internet. When I wanted a personal one, the person needed local address + address proof of the land lord of my rented house. I quit my plan to get a personal connection.
