May we know some brief picture about your experience/skill background, it could spark some thoughts based on what we've experienced in the past.
Eight years back, my wife started her job hunt from the scratch having no professional experience, with some thoughts and ideas from folks here, she was able to start with baby steps to reach a decent 9 to 5 job with benefits [ I could count on as I am into contracting ] .
Considering her personal situation to raise a 5 year old and have another one later and raise, she was able to pursue some choices. Also, she get scared of the late night support calls I receive and supporting technical issues at 2 AM talking to 20 people..

My own background is this - I have an MBA in marketing. I am now working in Finance in an IT recruiting firm. I work flexible hours - since I have 2 boys (13 and 5). I am paid a salary
When I spoke with my friend about the difficulties he was having in finding and retaining talent - I came up with this suggestion. We ruled out students / fresh graduates - but they seldom have any reliability or stability at that stage (based on his experience).
The job would entail:
1. Getting a requirement - say a Java developer for X client - X rate / Salary - details of skills required
2. Logging into Workopolis/Monster and searching for matching profiles (training will be arranged with the respective site admins).
This is critical - this skill match.
3. Speak with the candidates - send them an email - follow-up till resume is received
4.If suitable - resume is forwarded to client
5. Shortlist / interview rounds/ rejection - selection
6. Increasing search results - bu posting on various free job sites / linkedin searches etc.
This would not be a suitable position for sole earners - but for people who want to support or add an additional income.
Does the company have a website? Does the company have a presence on business Social Media, (ex: LinkedIn)? These two would improve the perception and credibility of the employer.
Do you, as a recruiter, have a presence on LinkedIn with a professional profile, including a photo of yourself? If so, use that to "share an update" by posting what you are looking for. Allow and welcome potential candidates to connect with you which in turn would enable you to cast a wider net for your search.
Transparency is of utmost importance since your attempt might be very easily perceived as a MLM scam since you are looking to recruit recruiters and not candidates for a third party client (or, are you doing that too?). Therefore, spell out what the candidate will get into (commission, commission rates, at what point of the recruiting process does the recruiter earn the commission, name of your website, who this type of position is suitable for, how many total number of recruiters are you seeking - a finite number eliminates the perception of MLM, etc.)

I assuming its kind of cold call or some data entry job.
so put a add for : "Sales person needed with technical background on commission basis" - - Must ask for resume along with cover letter - only by email.
Remember DO NOT mention: work from home, or flexible time - it will raised flag to candidate mind.
when you get few resume setup interview and discuss personally - if candidate show up at interview means they are in need of job.
There are lot of people looking to work flexible hours but they are afraid of scams- u got to meet them in person.

Looks like a sham ! It is designed to exploit innocent people (of Desi origin who speak good english). Since a friend of mine was involved in the same, I will list how this works. Note : I am not accusing anyone or pointing that the OP is an exploiterm but only telling a side of a story. So please donot shoot me.
As you all know, IT jobs in Canada are plenty and sometimes there are not takers. So employers are ready to work through agents to see that the positions are filled. This was especially true during the Blackberry hey days !
The moduls operandi is as follows :
1. The owner will see openings coming up (workopolis / job bank / monster/ company website) and then call the employer / HR and tell them that they will supply them with people. They will zero in on one month salary as commission. Initial people will give an assurance that they will only take the commission, if the candidate works for min 1 month. The owner also will not stop with only one
2. Next, the owner will pass this information to gullible desi people working under him.
3. These gullible desi people will spend nights / days researching workopolis / monster and get recent immigrants and send them to eomployer.
4. May be an employer will recruit and pay 1 month saalary after 1 month (Say $ 3000).
5. Owner will pass on $ 500 to the gullible desi and pocket $ 2500. Owner has no obligation. It is just a business skill.
6. If match is not found, owner will blame desi that they are not good and are not working properly.
As CD's we must put a stop to this kind of exploitation. But on second thought's, the govt., itself exploits immigrants, so why not?
