This is one of the many measures needed to curb the pollution. One of the lower hanging fruit, the one that can get an easy media attention. This can also deliver some tangible and quick result.
The difficult part is to control the pollution from other sources, invest in clean energy, and instead of giving people free or cheap electricity and water tax them and demotivate them to use less. Kind of things those can't deliver result immediately but really required for a long term solution.
Some other measures like controlling the number of vehicles a household can have, stopping completely diesel cars, forcing auto-companies to sell cars at the level of US or Europe standard are required, some of those measures should be at a national level.
Building infrastructure for more public transport also requires lot of commitments and money. Given the AAP government's policy to woo people with freebies for them it would be very difficult to achieve.

The water is free if the consumption is low. It will demotivate the misuse of water and the consumer will try to keep the consumption low.
A comprehensive blue print for the public transport will be ready by 25 December. It may include plying school buses for public transport after school hours, having dedicated lanes for buses, running Metro will additional capacity etc during the first 15 days of January when the Odd Even formula will be tried out. I take it as a good initiative by the state govt even it is not a very popular decision. Only 10% of Delhiites have cars and around half of them hardly use them for daily commute. It means the convenience of 5% is impacting the health of 100% so it will be a good temporary solution to reduce the pollution and road jam, if successful.
From April onwards, all PWD roads will be vacuum cleaned to reduce the dust in the environment. All these efforts will show some results so I give credit to the govt instead of just waiting and watching.
